The idea is to create a schematic DWG using lines and blocks from 3D Revit model.

Why? When you can export DXF and dawg from Revit (programmatically).
Interop can probably get you there. I remember seeing stuff to make things happen from dynamo to autocad.
To be clear, by schematic you do mean a single line diagram, right?
It can be interested to create some automatic diagram, with single line, for the MEP discipline.
Even it’s better to do it directly in Revit, in a Detail view for example, some building owners can have 20 years of diagrams made in Autocad with specifics blocks and they could be against changing their standards.
