I was wondering if there is a way to organize the order of the panels on the ribbon?
You mean the panels within your own extension?
Or do you mean the order of the ribbontabs? i put a āzā at the beginning of my addin file name because they are loaded alphabetically and that forces my tab to the furthest right. Might be able to do with API as well but not positive.

You can create a bundle.yaml file then format it like in the image below (this is an example from EF-Tools).
And the result will be like this
